The clear protective layer over the image is Crystal Effects - a thick cloudy liquid that dries clear after a few hours (best left over night). However it is water based so it makes water based ink such as a Stampin' Up!® classic inks run.
To protect my stamped images from the Crystal Effects I punched out my stamped images then applied a layer of Versamark Ink and sprinkled then heated a layer of clear embossing powder over the top. This provided a protective layer from the Crystal Effects.
